Step 1
You can use Mod-Podge or just watered-down glue for this project. Our mixture was 1/4 water and 3/4 glue.

Step 2
First, cover your hat with the tissue squares and glue mixture. You may need several layers depending on the party hat color.
Step 3
Once the hat is completely covered in green, it is time for tree trimming. We used ribbon and sequins for this. Glitter glue would be perfect too.
Step 4
My five-year-old thought it was so fun to decorate a mini tree just as she would a real Christmas tree. Wrapping the garland (ribbon) around was a big hit.
Step 5
Now for the ornaments! Look how sweetly it is coming together!

And here is my daughter, all decked out for Christmas. I have to admit that I was not expecting this to come out so cute. Now I am thinking of the fun personalized birthday party touches we can create with plain ol' party hats!
